Terraces Homeowners Association

Annual Meeting of Officers and Residents

September 25th, 2011 

3pm-The Terraces Park

 

 

President:  John Piscotty

 

Meeting was called to order at 3:15 PM with 26 families represented.

 

Meeting began with welcome message from John.  He thanked the board and committees for all their hard work and contribution to the Terraces HOA. He also thanked everyone for their attendance at today’s meeting and encouraged everyone to participate/volunteer.  

He addressed the water issues that the Terraces are having to resolve.  He shared that in 2010 the water usage was over 750,000 gallons and expressed the need to reduce that usage.  

 

Committee Reports:

 

Treasurer:  Roger Alvernaz

 

Roger shared that the Association is financially solid right now.  He suggested  doing work a little at a time on things that need addressing, if possible, to maintain financial stability.  

 

The Terraces Treasurer’s Report has both the 2010 and 2011 budgets.  The spending as of now is $3383 less than last year at this time.  

 

Sally Piscotty motioned to accept budget.

Susan Burns seconded the motion.

 

 

Grounds Committee:   Sally Piscotty, Jean Tower, Betty Petruno, B.J. McKinney and Debbie Easton (absent)

 

Expenses:

 

Bridge repair at Terraces Park: $1,200.00

Nineteen panels of wall repaired: $2,825.00

Front Entrance landscape: $4,411.00

Water Leak in front of B.J.’s home: $2,981.00

Valve replacement: $   450.00

 

In May the association changed from Narrow Leaf Landscaping to Milligan’s Landscaping.  Milligans is easier to work with and cost effective- ($640.00 per month).  

 

The biggest priority will be the water system that is antiquated (25 years old) and will eventually need to be replaced.  The proposed cost so far is $20,000.00 minimum and may be much higher.  Sally will bid it out.  Another project will be painting the alcoves and walls which is approximately $4,000.00. 

 

Sally thanked her committee members for all their hard work and time.

 

Architectural Committee:  Bob McIntosh

 

Bob reminded everyone to call him with plans of any xeriscaping to property prior to work being done.  This applies to Satellite Dishes as well.  

Budget: “0” per Bob

 

Social Committee:    Susan Burns

 

Susan thanked all the members of the committee; Sally Piscotty, Ethel Tilly, Debbie Gallagher, Joyce Myer and Katia Perez.

 

Susan asked for suggestions regarding the date for the Holiday Party as well as who would be available to host it.

 

There will be a Picnic in the Park some time in the Spring.  More information to come.   

 

Susan encouraged all of us to enjoy the food, wine and musical entertainment. Jim Law and his Barbershop Quartet, Brass Rail performed upon adjournment of this meeting.  

 

 

The Welcome Committee/PRORA Reps:  Burt and Ann Dales

 

Burt and Ann deliver cookies and welcome packages to new neighbors.  They welcomed 2 new residents and one re-location this year.  

Sally asked if they handle the CSR and Bylaws.  Burt stated they point people with questions to the website which contains both documents.  

 

PRORA REP:   Cheri Schlagel

 

Cheri talked about the September 11th picnic.  60 people attended.  A full board was elected.  

 

The artwork for wall at Spain and Lowell is being addressed.  Dan Fuller has contacted  the original artist.  The work is slated to start sometime in August. 

 

 

 

 

 

Other Discussions:

 

There was a recent break-in at Burt and Ann Dale’s home and the need for a Neighborhood Watch program was suggested.  All were advocated to be alert and to watch who comes and goes within our neighborhood. 

Burt and Gerry Oakland volunteered to attend the Neighborhood Watch meeting so that we can implement the program within our community.  

 

Good News!!!  The Terraces Homeowners Association fee is being reduced if homeowners pay in full in January.  The reduced fee is $270.00, a %10 reduction.  The semi-annual fee will remain at $150.00.  The penalty for late payments will increase and starts at $20.00 per month.

Board Meeting

Minutes

July 9, 2011

 

Attendees:  John Piscotty, Roger Alvernaz, Deborah Fincke, Sally Piscotty [in for JoJo Perez - acting as Secretary]

 

Absent:  Gerry Oakland, Jo Jo Perez

 

Meeting was called to order at 11:15 AM

 

Committee Reports

 

Grounds and Maintenance - Sally Piscotty Chair gave her report of activities to date, including the re-landscaping of entranceway, painting of all walls on Academy and bridge repair as well as change in Maintenance company.  Full report will be available at annual meeting as well as a plan and budget for upcoming years activities.

 

Social Committee - Susan Burns Chair submitted report to include the last years Happy Hour following the annual meeting and the Holiday Social held in December.  Full report will be available at annual meeting.

 

Architectural Review Committee - A written report was submitted by Bob Mc Intosh chair, which included the review of  5 approvals for xieriscaping in our neighborhood, one color approval for painting project and one assist with the location of satellite dish to house.  Other issues included  what to do with the vacant lot on Rosetree  and whether roofing requirements should remain the same.  These issues can be further discussed at annual meeting..

 

 

Following the above report a further discussion ensued regarding the rental property 6105 Peachtree where all of the front shrubs have been killed with our winter frost.  The property is a rental and the management company was notified by the President about the situation.  The shrubs have been removed and plans are for a replacement of some type.  They were reminded if any major change was made that the committee needed to be consulted.

 

New Business

 

Dues - A discussion of the stress of the Treasurer’s job was brought up by the President.  This  labor intensity is due to the semi annual billing and also the need for frequent follow up for those delinquent. It was suggested by the President that the dues be cut to a total of $270 annually to reduce billing costs and reduce time spent on process and to encourage prompt payment.  There was also a suggested increase in late fees to $20.00.  Those who desired to  pay semi- annually the fee would be $150.00. After discussion of issue the motion was made by John Piscotty and seconded by Roger Alvernaz to initiate this new structure as of January 2012.  All were in favor.

 

Slate of Officers

 

A potential slate of officers was developed with some further follow up needed to come to a final slate to offered up at annual meeting.  Nominations will also be taken from the floor.  The potential slate is as follows:

 

                John Piscotty - to continue for one more term

                Vice President - Gerry Oakland pending further discussion with him

                Treasurer - Deborah Fincke with assist from Roger Alvarnez

                Secretary - Potentials include Jo Jo Perez - Katia Perez - Magees[ one or both] pending further                 exploration by Deborah

 

The Board would then be elected at the annual meeting to be composed of three individuals as was begun last year 

 

Tax Forms

 

The required tax forms will be taken care of by Roger Alvernaz

 

E&O insurance was again brought up for discussion.  This would provide further protection for the officers from law suits.  An interest was expressed by all present.  John Piscotty will get quotes from numerous companies and bring the decision back to the board.

 

Need for Audit was also discussed - the law requires any corporation with over $25,000 in revenue to have an annual audit.  Our revenue is currently $22,500.  The board decided that further exploration and quotes should be made before a decision is made to do anything further.

 

Annual All Member Meeting -

 

The annual meeting was discussed and the best dates as well  to ensure all are present from the board and that we have the use of Nelson and Susan Burns house as back up and for staging of meeting and Happy Hour which will follow as it did last year.  The date decided on was Sunday September 25, 2011 at 3 PM with Happy Hour hosted by the Association to follow.  Entertainment by Jim Law and his Barbershop Quartet will be pursued.

 

Meeting was adjourned at 12:45 PM Motion was made by Roger and Deborah seconded.
